Symet circuit doesn't work

Hi,

I have just built my first BEAM circuit in a breadboard. Since I am more or less an electronics noob, I have used the book of Hrynkiw (Junkbots, Bugbots and bots on Wheels) to copy the circuit. I was wondering if I could find help here to troubleshoot the circuit?
